No, that means you can opt to get off the bus and enjoy some independent travelling at most points during the route. So it is a type of tourist bus that follows a circular route with fixed stops through a city and that allows paying passengers unlimited travel for a day.
This is a wonderful method for touring. The picture gives it a quaint feeling. Your photography is excellent.

Best way to see the city, I think! Boston, Mass. does it too using rubber-tired „trolleys! a quick-thinking photographer gets the shot–like you!
